Resumo: O objetivo do presente artigo é analisar o surgimento da burocracia enquanto forma de governo e do burocrata como o paradigma do funcionário imerso nesta nova forma de administração. Para tanto, voltar-nos-emos ao período imperialista, momento no qual características como a gestão dos assuntos públicos exercida por um corpo de especialistas, o alheamento das pessoas com relação à política e a obediência militar se fundiram em uma forma única de governar. A hipótese fundamentada é que a partir do retrato biográfico feito por Arendt do imperialista inglês Lorde Cromer é possível entrever o que distingue a burocracia de outras formas de governo, assim como apontar as características que persistiram mesmo após o fim do período imperialista, seja no Estado totalitário, seja nas sociedades protototalitárias da atualidade.

Abstract: The purpose of this article is to analyze the emergence of bureaucracy as a form of government and the bureaucrat as the paradigm of the employee immersed in this new form of administration. To do so, we will turn to the imperialist period, a time when characteristics such as the administration of public affairs by a body of experts, the detachment of people from politics and military obedience have merged into a single way of governing. The reasoned hypothesis is that from Arendt’s biographical portrait of the English imperialist Lord Cromer, it is possible to glimpse what distinguishes bureaucracy from other forms of government, as well as to point out the characteristics that persisted even after the end of the imperialist period, whether in the state totalitarianism, or in today’s protototalitarian societies.
