Resumo: Este artigo discute a relação entre forma de governo, espaço público e modelo de cidadania a partir do pensamento de Hannah Arendt. O sentido do texto é de indicar como a autora define as formas de governo, sua relação com as atividades humanas da vida ativa e do espírito para indicar que Arendt pode ser lida como uma pensadora do governo. Partimos da distinção entre os governos que promovem a liberdade e aqueles que a restringem ou destroem para indicar diferenças entre estrutura de governo, essência, princípio e modelo de cidadania e como tais elementos incidem nas atividades humanas.

Abstract: This article discusses the relationship between form of government, public realm and model of citizenship based on Hannah Arendt’s thought. The purpose of the text is to indicate how the author defines the forms of government, their relationship with the human activities and the life of the mind in order to indicate that Arendt can be read as a thinker of government. We start from the distinction between governments that promote freedom and those that restrict or destroy it to indicate differences between government structure, essence, principle and model of citizenship and how such elements affect human activities.
