Resumo:Ao longo da história, sempre existiram pessoas vivendo à margem da sociedade. Vivendo de forma precária, desumana, humilhante, sem as mínimas condições de sobrevivência. Com o advento da modernidade, a globalização e o crescimento populacional esses problemas continuaram e se acentuaram. O referencial teórico se debruçana obra Vidas Desperdiçadas de Zygmunt Bauman, onde nomina esses seres humanos como “refugo humano”. A partir dessa preocupação com esses seres humanos marginalizados desenvolve-se o artigo, iniciando pela conceituação de modernidade, passando pela globalização. Também é utilizado o conceito de homo saucer trazido por Giorgio Agamben na obra Homo Sacer: o poder soberano e a vida nua I.Giorgio Agamben é um pensador moderno que dá vida à sua obra e proporciona ao seu leitor uma destemida leitura do que compreendemos sobre política, trazendo ao debate assuntos que passeiam por campos de concentração, estado de exceção, até biopolítica permeando pela luta diária de vida e sobrevivência, de poder e contra poder, estão muitas vezes submetidas, de maneira ilegítima, tendo origem na figura de submissão do homo sacer.O método utilizado para o deslinde do trabalho é o dedutivo.

Abstract:Throughout history, there have always been people living on the margins of society. The absence of sewage, potable water, food and housing are worrying factors. With the advent of modernity, globalization and the population growth of these problems continued and intensified. The theoretical framework focuses on Zygmunt Bauman’s Lives of Waste, where he names these human beings as “human refuse.” From the concern with marginalized human beings, the article, starting with the conceptualization of modernity, through globalization. Also used is the concept of homo saucer brought by Giorgio Agamben in the work Homo Sacer: the sovereign power and the naked life I. Giorgio Agamben is a modern thinker who gives life to his work and gives his reader a fearless reading of what we understand about politics, bringing to the debate subjects that pass through fields of concentration, state of exception, even biopolitics permeating the daily struggle of life and survival, of power and against power, are often illegitimately subjected to the figure of homo sacer submission. The method used to demarcate the work is deductive.
