Resumo: O presente trabalho tem por objetivo fazer uma análise da liberdade política em assentamentos rurais no município de Russas-CE, no intuito de contribuir para a reprodução material e simbólica dos referidos beneficiários à luz da teoria Seniana do desenvolvimento como liberdade. Como método de análise da efetividade dessas ações, resolvemos segmentar o nosso objeto de estudo conforme os estágios de implementação do programa de reforma agrária, de acordo com a classificação do INCRA. Dividindo, portanto, esses assentamentos nas realidades em “Criação”, “Estruturação” e “Consolidação”. Obtemos como conclusão, a correlação da proporcionalidade das privações em suas mais variadas ordens, com o engajamento político dos beneficiários. Portanto, quanto maior forem às privações, maiores será o engajamento político e vice-versa.

Abstract: The present work aims to make an analysis of political freedom in rural settlements in the municipality of Russas-CE, in order to contribute to the material and symbolic reproduction of the referred beneficiaries in the light of the Senian theory of development as freedom. As a method of analyzing the effectiveness of these actions, we decided to segment our object of study according to the stages of implementation of the agrarian reform program, according to the INCRA classification. Therefore, dividing these settlements into the realities of ‘Creation’, ‘Structuring’ and ‘Consolidation’. As a conclusion, we obtain the correlation of the proportionality of deprivations in their most varied orders, with the political engagement of the beneficiaries. Therefore, the greater the deprivations, the greater the political engagement and vice versa.
